How do you work out percentage change?
Take the difference between the two numbers, divide it by the original one, and multiply by 100. Dividing by the new number instead is the usual mistake, and it is why a rise of 50 percent is undone by a fall of 33 percent rather than by another 50.
How exact is it?
The arithmetic is exact and rounded the way money is, at the cent. What it cannot know is anything specific to you, so read it as the ordinary case rather than as advice.
